Safe Travels Program

Domestic Travellers:

The Safe Travels Hawaii Program remains in place for domestic travellers.  US domestic travellers must register for and follow all State of Hawaii Safe Travels protocols.  To bypass quarantine, you will need to upload proof of vaccination or a negative NAAT test result from a Hawaii Trusted Testing and Travel Partner to the Safe Travels Digital Program online system. 

Hawaii will ONLY accept NAAT test results from certified Clinical Laboratory Improvement Amendments (CLIA) laboratories from a Trusted Testing and Travel Partner and Digital Health Pass partners like AZOVA, CLEAR and Common Pass.  The test must be taken within 72 hours of the last leg of the fight to Hawaii.

Travellers WILL NOT be able to obtain a NAAT test upon their arrival at any airport in Hawaii. 

The Safe Travels Digital Program includes the following requirements:

Online Hawaii Travel and Health Form; 

Temperature screening at all Hawaii airports upon arrival; and 

Mandatory, 10-day quarantine with the possibility of a vaccination exception or a negative pre-travel NAAT test result to bypass quarantine.

Safe Travels Digital Program

1) Travellers must upload one of the following three vaccination documents to their Safe Travels Digital Program account before they leave for Hawaii:

A Center for Disease Control and Prevention (CDC) COVID-19 Vaccination Record Card;

Vaccination Administration Management System (VAMS) printout; or

Department of Defense (DoD) DD Form 2766C. 

2) Travellers must sign the online legal attestations on the Safe Travels Digital Program to confirm their uploaded documentation is true and accurate.

3) Travellers must bring a hard copy of their vaccination documents to show screeners at the gate prior to boarding and/or upon their arrival in Hawaii.  Screeners will review/verify the vaccination documents, match photo ID, name and DOB, and confirm the attestations are signed.

Non-US Travellers:

Travellers from Canada may bypass Hawaii’s mandatory, 10-day quarantine if they have a negative COVID-19 test result from a lab identified by Air Canada or WestJet prior to their departure.  Beginning November 8, 2021, Canadian travellers on a direct flight to Hawaii will no longer need to participate in the Safe Travels program.  However, they must show both a COVID-19 vaccination record and a negative COVID-19 test result – either a NAAT or antigen – within 72 hours of boarding a flight.

Airlines will screen passengers prior to their departure. Travellers who fail to meet both requirements will not be allowed to board their flight.

Canadian travellers who enter the U.S. via another state will be treated as domestic travellers and must participate in the Safe Travels Digital Program. 


Children under 5 years old are not required to test and will not be quarantined if they are travelling with an adult who has a pre-travel test exception or vaccination exception. 

Children 5 years and older who have not been vaccinated must participate in the Pre-Travel Testing Program and test negative with a Trusted Testing and Travel Partner in order to bypass the mandatory, 10-day quarantine.

Please note that if you test positive for Covid-19, Hawaii State Law does not allow you to quarantine in a short-term vacation rental.  You must make arrangements for other accommodations while you quarantine.
