Safe Travels Program


Trans-Pacific visitors who travel to Hawaii have been able to bypass the 10-day quarantine by providing a negative Nucleic Acid Amplification Test (NAAT) COVID-19 test 72 hours prior to their departure. 


Beginning July 8, 2021, domestic travellers who are fully vaccinated will be able to bypass the 10-day quarantine and pre-travel testing when coming to Hawaii.

Also beginning July 8, 2021, the post-arrival COVID-19 test for the Big Island has been cancelled, which makes it easier for visitors to come to Hawaii Island.


Registration with the Hawaii's online Safe Travels Program is mandatory for all travellers.  The program includes the following requirements:


•Online Hawaii Travel and Health Form;

•Temperature screening at all Hawaii airports upon arrival; and

•Mandatory 10-day quarantine with the possibility of a vaccination exception or a negative pre-travel NAAT test to bypass quarantine.


Vaccination Exception:  Travellers who are fully vaccinated in the U.S. or U.S. Territories may participate in the exception program, starting on the 15th day after their second dose of the Pfizer or Moderna vaccine, or starting on the 15th day after their single dose of the Johnson & Johnson vaccine.


1) Travellers must upload one of the following three vaccination documents to their Safe Travels Digital System account before they leave for Hawaii:


•A CDC (Center for Disease Control and Prevention) COVID-19 Vaccination Record Card;

•VAMS (Vaccination Administration Management System) printout; OR

•Department of Defense (DoD) DD Form 2766C.


2)Travellers must sign the online legal attestations on Safe Travels Digital System to confirm their uploaded documentation is true and accurate.


3)Travellers must bring a hard copy of their vaccination documents to show screeners at the gate prior to boarding and/or upon their arrival in Hawaii.  Screeners will review/verify the vaccination documents, match photo ID, name and DOB, and confirm the attestations are signed.


NOTE:

Children under 5 years old are not required to test and will not be quarantined if they are travelling with an adult who has a pre-travel test exception or a vaccination exception.


Children 5 years and older who have not been vaccinated must participate in the Pre-Travel Testing Program and test negative with a Trusted Testing Partner in order to bypass the mandatory 10-day quarantine.


Negative Pre-travel Test: Travellers who are not vaccinated must obtain a negative NAAT COVID-19 test result within 72 hours prior to their departure to Hawaii.  Hawaii will ONLY accept test results from certified Clinical Laboratory Improvement Amendments (CLIA) laboratories from TRUSTED TESTING AND TRAVEL PARTNERS, and Digital Health Pass partners like CLEAR and Common Pass.


Travellers are unable to obtain a NAAT upon their arrival at any Hawaii airport.


The negative COVID-19 test result must be uploaded to Safe Travels Digital System and printed out prior to departure.  A hard copy should be in hand when arriving in Hawaii.


Inter-Island Travel:  As of June 15, restrictions for inter-county travel will end. This means there will be no pre-travel testing or other requirements needed for travel between the Hawaiian Islands. However, if a traveler enters the state and is placed in quarantine, they MUST remain at their designated quarantine location. They can’t change the location and will not be allowed to fly inter-county.

Safe Travels Program - International Travelers (and those not vaccinated)


The Safe Travels program does not cover international travellers. The pre-travel testing program remains available for all travellers who are NOT vaccinated in the United States.


All travellers, including those from Japan, Canada, Korea, Taiwan and Tahiti (beginning August 7, 2021), who board a plane on the final leg of their trip to Hawaii without first securing a negative test within 72 hours of departure will be subject to mandatory quarantine.


The state of Hawaii will ONLY accept Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab test results from TRUSTED TESTING AND TRAVEL PARTNERS, and Digital Health Pass partners like CLEAR and Common Pass. Travellers will not be able to obtain a NAAT test upon their arrival at any airport in Hawaii.


The negative test result must be uploaded to the Safe Travels Digital System or printed out prior to departure and a hard copy in hand when arriving in Hawaii.

Pre-Testing Program Summary:


•  The pre-testing program requires trans-Pacific travellers to take a NAAT prior to their flight.


•   Arriving passengers will be exempt from the 10-day quarantine if they test negative for COVID-19 no more than 72 hours prior to their departure.


Only test results from TRUSTED TESTING AND TRAVEL PARTNERS approved by the Hawaii Department of Health are acceptable.

If test results are not available within 72 hours, travellers must quarantine upon their arrival in Hawaii. 


•   All travellers must be tested, including children.  Travellers must pay for their own pre-testing.


•   Travelers will have their temperature checked when they arrive at the airport and they must complete a travel and health form. 


All arriving passengers are required to initial and sign an order confirming they are aware of the 10-day quarantine and acknowledging they understand that violating the order is a criminal offence, subject to a maximum $5,000 fine and/or one-year imprisonment.  The period of self-quarantine begins from the time of entry and lasts 10 days, or the duration of the traveller's time in Hawaii, whichever is shorter. 


PLEASE NOTE THAT IF YOU TEST POSITIVE FOR COVID-19, HAWAII STATE LAW DOES NOT ALLOW YOU TO QUARANTINE IN A SHORT-TERM VACATION  RENTAL.  YOU MUST MAKE ARRANGE FOR OTHER ACCOMMODATIONS WHILE YOU QUARANTINE.
